인공지능안전연구소는 유럽연합(EU) 『인공지능법(AI Act)』에 따른 범용인공지능(General-purpose AI, GPAI)모델 「실천강령(Code of Practice, CoP)」의 주요 내용을 국내에서 쉽게 이해할 수 있도록 한글 안내서를 발간하였다.

CoP는 EU 집행위원회가 인공지능법 제56조에 근거하여 독립 전문가 주도의 다자 이해관계자 절차를 통해 마련한 자율적 준수 도구로, 2025년 7월 10일 공개되었다. GPAI모델 제공자에 대한 인공지능법상 의무(제53조·제55조)가 2025년 8월 2일부터 적용됨에 따라, CoP는 조화표준이 마련되기 전까지 해당 의무의 준수를 입증하는 실질적 기준으로 기능한다. 법적 구속력은 없으나, CoP를 활용하지 않는 제공자는 향후 의무 이행을 증명하는 과정에서 더 큰 입증 부담을 질 수 있다.

CoP는 적용 대상과 운영 원칙을 담은 가이드라인과 함께 투명성, 저작권, 안전·보안 3개 장으로 구성된다. 투명성장과 저작권 장은 모든 GPAI모델 제공자에게, 안전·보안 장은 시스템적 위험을 수반하는 GPAI모델 제공자(GPAI-SR)에게 적용된다. 각 장은 상위의 약정(Commitment)과 이를 구체화하는 이행조치(Measure) 구조로 준수 기준을 제시한다.

이번 안내서는 CoP의 체계와 구조를 원문에 충실하게 반영하여, 국내 기업과 공공기관, 연구자가 EU 시장에서 직면할 수 있는 규제 해석의 불확실성을 줄이고 우리나라 인공지능기본법과 국제 규범 간 정합성을 확보하는 데 참고할 수 있도록 작성되었다. 한글 안내서 전문은 아래 붙임에서, 실천강령 원문 및 관련 자료는 EU 집행위원회 홈페이지에서 확인할 수 있다.

Korea AISI has published a Korean-language guide to the Code of Practice (CoP) for general-purpose AI (GPAI) models under the European Union's AI Act, helping domestic stakeholders understand its key provisions.

The CoP is a voluntary compliance tool prepared by the European Commission under Article 56 of the AI Act through an independent, expert-led multi-stakeholder process, and was published on 10 July 2025. As the AI Act's obligations for GPAI model providers (Articles 53 and 55) apply from 2 August 2025, the CoP serves as a practical benchmark for demonstrating compliance until harmonised standards are in place. Although it is not legally binding, providers that do not rely on it may face a heavier burden of proof when demonstrating compliance.

The CoP comprises guidelines on scope and operating principles, together with three chapters: Transparency, Copyright, and Safety and Security. The Transparency and Copyright chapters apply to all GPAI model providers, while the Safety and Security chapter applies only to providers of GPAI models with systemic risk (GPAI-SR). Each chapter sets out compliance standards through Commitments and the Measures that give effect to them.

Faithfully reflecting the structure of the original text, the guide is intended to help Korean companies, public institutions, and researchers reduce regulatory uncertainty in the EU market and align Korea's AI Basic Act with international norms.
